CHANGES.txt should be updated by people that do changes and a description of what they did. Bearing in mind you can figure out what the hell is going on by reading the source. It still makes sense to update it.
TODO.txt should probably be removed since it was just a personal not for Plazmic to remind himself what he wanted to work on.
