I would start by going to lavishsoft.com. You can find the forums under "Support".
However, to answer the question. Tiling can ONLY go to 1/4 of your screen, because it's simply scaling the window to the given size. If it scaled the window to one half of your screen in one direction, and not in the other, then you would either look very tall and skinny, or very short and fat, and you wouldn't be able to read a damn thing.
What you're looking for is split screen. WinEQ Pro and WinEQ 2 Pro add custom resolutions to the in-game list. Hit Alt+O, select the Display tab, click Video Modes. Then look for the two that are 1/2 of your desktop resolution in one direction. e.g. if you run 1280x1024, you can find 640x1024 and 1280x512. Note that the list of resolutions is NOT sorted, so you have to look past some bigger resolutions.
