As I understand it... the server has to know what you have targeted. From a previous discussion (see my UI raid window request), health is only updated for group members and your current target. If health is only updated for those people, that means the server only sends information regarding the health of those people. The only way the server would know how to send the health of those people would be if it knew what you had targeted... please correct me if I'm wrong.

So my conclusion is yes... we send a message every time you target something that is 500 units or more away from you. You also send a similar message when targeting something 500 units or closer to you.

Hell... I'd even be willing to guess that the programmers were too lazy (as they tend to be) to make the client differentiate between targeting yourself and another mob... so most likely you send the same damn message when you target yourself (0 units away).

In response to the practical implications of your inquiry:
I'm sure that SoE, with it's infinite hiring resources (as we've seen demonstrated by the kick-ass, error-free Uberl33t programmers they've manage to hire) has hired an army of GM's to monitor each and every target request to make sure that nobody is targetting something out of range. My friend had an account banned for zoning into torment and doing /target saryrn to see if he was up. Immediately after his account got banned, monkeys flew rapidly out of my ass and into the sky to engage the army of dive-bombing flying pigs that were quickly approaching from the north.

Why are threads like this made? It all comes done to the same damn thing each time. "Use MQ, risk losing EQ. Period."

You target a mob, run across the zone, then hit your "toggle self target / mob" key twice... you just targetted a mob from way more than 500 units away, in a totally "legal" manner. Or the "toggle between two targets" key. Or cast Eye of Zomm, run till it's about to end, target the farthest mob you can click on, I'm sure it'd be more than 500 units away.

That's 3 legal ways to target a mob more than 500 units away. I'm sure you can think of more.

So that rumor seems more of a boogyman story to scare people into not using MQ, I think.

Just thought up another two... /pet guard here, run 500+ units away, click your pet's health bar in the pet window. Get someone with Group ToT, have someone in group target a mob, run 500+ units away from mob, click on player's health bar in group window, click on mob's health bar in ToT window.

I'll stop now. =)
