Shaman buff/heal

Hey everyone, i'm currently using mod bot but am looking to create a conditional macro for my shaman. Put simply im looking to have him:

Heal anyone in the group if they get below 50%
if not in combat,
Any time buffs fall off of the a group member for him to rebuff
all buffs are gems, one is MH clicky.

Is modbot a good platform to use for such a thing or should i just create my own macro entirely?

Modbot works great for this kind of stuff. Take a look at the modbot section on the wiki and look at the shaman example configuration files.
