its also possible that its not using the encoding ANSI, but some other random encoding
macro editing with notepad or various alts

If you wanted to get REALLY technical, you could check to make sure that you have 'Hide extentions for known file types' in your Tools -> Folder Options -> View (or similarly worded check box in your OS's similar location) I think you'll find that you have file extentions hidden from your folder views. Perhaps not, but it's worth a shot.
You may check out edlin some time to edit these macros, or even --
COPY CON > AFK.MAC

When you save the file in notepad place the name (i.e. MyFile.mac) within quotes and it will save it as the extension specified (i.e. "MyFile.mac")

You need to switch the file type from .txt to All Files when saving.

EDLIN? STAY AWAY... Maybe it has improved since the DOS days.. I hated that thing. The bunny post and Chronic's discription of how to use notepad where priceless.
And yes what your discribing seems like a bug.

I replaced notepad on my system with edit pad, it's fast, simple and doesn't try to do too much but what it does do is better than Notepad by far.
